At the Blacksmith → Enhance. Pick a piece of gear and one of its stat lines: the line goes up exactly one rarity, 100% of the time.

Common → Rare — 1 Rare stone
Rare → Epic — 1 Epic stone
Epic → Legendary — 1 Legendary stone
Legendary → Mystic — 1 Mystic stone

Plus 3,000 gold each time. A Mystic line is maxed out.
